&lt;h3 id=&#34;-primary-terms-of-cooperation&#34;&gt;▒ PRIMARY TERMS OF COOPERATION&lt;/h3&gt;

&lt;li&gt;HALCYON BIOSTRUCTURES shall provide &lt;strong&gt;direct operational support&lt;/strong&gt; via Asset XH-1 (&lt;strong&gt;Chimera-class&lt;/strong&gt;) for a limited scope of missions as defined in Addendum-S (SIGILSTREAM Priority Tier 1 Zones).&lt;/li&gt;
&lt;li&gt;Contractor shall act as &lt;strong&gt;execution vector&lt;/strong&gt;, retaining field autonomy under HALCYON BIOSTRUCTURES observatory review.&lt;/li&gt;
&lt;li&gt;HALCYON BIOSTRUCTURES retains full &lt;strong&gt;ownership and data rights&lt;/strong&gt; over all mission telemetry, physiological samples, recovered substrates, and containment outcomes related to the XH-series platform.&lt;/li&gt;
&lt;li&gt;XH-1 remains classified as &lt;strong&gt;non-person entity&lt;/strong&gt;; Contractor personnel shall adhere to dehumanization, isolation, and contact limitation protocols (Ref: HNDLR-ARC-REV9.0).&lt;/li&gt;

&lt;p&gt;This partnership reflects HALCYON BIOSTRUCTURES&amp;rsquo;s commitment to responsible asset lifecycle management, containment protocol enforcement, and cooperative third-party field engagement under exceptional containment criteria.&lt;/p&gt;
&lt;p&gt;The allocation of XH-1 to SIGILSTREAM is made under executive waiver authorization and shall remain in effect until revoked.
